Justice David Harper is a retired judge of the Supreme Court of Victoria. He was appointed in March 1992 and served as a member of the Court of Appeal between 2009 and 2013.

Justice Harper graduated BA (Hons), LLB from the University of Melbourne. He joined the Victorian Bar in 1970, practising generally in commercial matters, and became a QC in 1986. He has served on numerous boards and committees, including the Executive of the Law Council of Australia, the Australian Bar Association, the International Commission of Jurists (Victorian branch), the Graduate Union of the University of Melbourne, the Australian Red Cross (Victorian division) International Humanitarian Law Advisory Committee, the Victorian Law Reform Commission, and the Judicial Conference of Australia.

Justice Harper was made a member of the Order of Australia in the 2008 Queen’s Birthday Honours List for services to the judiciary, law reform, international humanitarian law, and for his work with people released from prison.
